Alicia and Oswald bought train tickets to the Democratic Republic under the guise provided by Prince Valentine.
The train was headed to Geneva, a neutral city located at the westernmost end of the Empire. It was originally an imperial territory surrounded by the Republic, but whenever the relationship between the Empire and the Republic was bad, supplies would be cut off, so the mayor and citizens eventually voted to declare neutrality.
After a ten-day journey, the two arrived in the neutral city of Geneva and went through immigration with the help of the Geneva Home Guard.

All of them were active in the Empire, and the factions that had recently been active near the capital and had been expelled were the Revolutionary Party and the Freedom Union.
